I had sync-up issues with cyberlink powerdirector - you'd get everything in place then the video/audio would creep a half second out of sync. Seemed to happen by itself time to time, it could be fixed but it was annoying. I was syncing spoken words up to a person talking, so I doubt you'd notice it most of the time. It was also nowhere near as bad as the crap microsoft software, which was essentially unusable. The Powerdirector interface was really good though, and I'd still recommend it for something like what you're going to be doing.

Sony vegas is a great program, it is fairly powerful and easy to use for a beginner.
Under that you might as well use windows movie maker, it is extremely simplistic.
Though if you want to go a bit more advanced i would suggest Adobe Premier Pro, it is a powerful editting program, but isn't to beginner friendly at all.

tvolke: I wouldn't rely on those review websites, they can be very dodgy.
