i saw this fish at pyramid rock.what sort of fish is this? is this a coral fish or something?

A sub-species of Crested Weedfish ?
The one I saw at Portland had longer dorsal though , and had "mudskipper legs" near the tail - the crest is identical though.

The skin is very soft and velvety to the touch, hence the common name.
