You still have the discretion to choose (solo or pairs). The meeting was about promoting more pairs to compete. As we are finding more and more competitions such as nationals have a component which is pairs based. So no harm as a club /state trying to get better in this area. Mind you even for those not wanting to compete at that level, there are too many obvious plus's to list in terms of competing as a pair.
To answer your ?. If im reading it correctly.
1)When competing solo you can have a dive buddy. (You can swim around with them.)
2)Both of you must have all your own safety equipment and gear.
3)you or your buddy 'cannot' assist each other with the capture process of any fish, dispatching of fish, removing fish from spear, stringing fish, carrying their gear, hauling fish etc, etc.
4) However if they think you are a good bloke , they can assist you if you are in danger!!! Vice versa:)
